       In 2003 the Ministers of the Bologna Process 
       signatory states invited the European 
       Network for Quality Assurance in Higher 
       Education (ENQA) to develop an agreed set 
       of standards, procedures and guidelines on 
       quality assurance.
         This Standards and Guidelines for Quality 
 Assurance in the European Higher Education Area
                               
                               
                were presented in 2005.

   institutions should be able to demonstrate their quality 
 at home and internationally;
