Montgomery County Criteria Checklist

Instructions
Introduction

The Green Globes NC Montgomery County Criteria Checklist (Checklist) identifies mandatory Green Globes for New Construction 2013 (NC 13) criteria necessary to meet the provisions within 2018 International Green Construction Code (IgCC 2018), for compliance with Montgomery County's Executive Regulation 12-20 Adoption of the 2018 International Green Construction Code. This Checklist is the primary document for Green Building Initiative's (GBI) Alternative Compliance Path (ACP) Approval Process for Montgomery County, MD.

GBI's ACP documents for Montgomery County

The following documents are provided by GBI for certifying with Green Globes for New Construction 2013 and meeting compliance with Montgomery County's E.R. 12-20:

I) Montgomery County GBI Summary: Summarizes GBI's Green Globes certification system for use in meeting Montgomery County, Maryland requirements, including basic minimum certification level and requirements for certification.

II) Green Globes NC Montgomery County Criteria Checklist (this document): The primary workbook for project teams to identify and track compliance with all mandatory Green Globes NC 13 criteria for Montgomery County.
III) Compliance Interpretation: Montgomery County Executive Regulation 12-20 Alternative Energy Performance Pathway for Green Globes for New Construction 2013: Provided for project teams to comply with Section 701.5 of the Montgomery County Amended 2018 IgCC, which is mandatory for Alternative Compliance Paths.

IV) Green Globes Montgomery County Performance Calculator: Necessary for project teams to comply with Section 701.5 of the Montgomery County Amended 2018 IgCC, this calculator is provided to project teams to identify whether they are meeting the prescribed zEPI and CO2e thresholds, and also identifies the Green Globes NC 13 scoring based on percentage better over ASHRAE 90.1-2016 (Path E: Montgomery County Performance-Based Compliance). The Compliance Interpretation and Calculator work in tandem.

Applicability

Adoption of the published 2018 IgCC applies to the following in Montgomery County, MD, for projects following an Alternative Compliance Path:
1) New buildings greater than 5,000 square feet in gross aggregate area and their systems.
2) New portions of buildings exceeding 5,000 square feet in gross aggregate square area and their systems.

It does not apply to the following:
1) Single-family dwellings.
2) Multifamily dwellings of three stories or fewer
above grade.
3) Manufactured houses (mobile homes).

4) Manufactured houses (modular).
5) Building projects that use none of the following:
1. Electricity.
2. Fossil fuels.
3. Water.

Navigating the Checklist

This document functions as both a crosswalk and a checklist to help guide project teams in meeting 2018 IgCC per Montgomery County's Executive Regulation 12-20. There are three tabs that make up the workbook:

• Instructions: Describes applicability, lists documents provided for GBI's Alternative Compliance Path, and provides instructions on how to navigate the Checklist.

• Checklist: Identifies the sections of 2018 IgCC and corresponding criteria in Green Globes for New Construction 2013, including mandatory provisions.
• List of NC 13 Criteria: Lists the mandatory Green Globes NC 13 criteria and respective points for compliance with 2018 IgCC. Note that the Checklist tab includes duplicate NC 13 criteria where they cover more than one IgCC provision. This tab removes all duplicates.

Checklist column descriptions:

A) 2018 IgCC content structured in order of Chapters, Sections, and Subsections.
B) Green Globes New Construction 2013 (NC 13) criteria applicable to respective IgCC content.
C) Green Globes NC 13 Assessment Guidance provides additional details on achieving Green Globes criteria.

D) (Locked) red-bordered column identifies all mandatory Green Globes NC 13 criteria that must be met.
E, F, G, H) Project teams use these unlocked columns to check what criteria can be met (Y), cannot be met (N), are not applicable (N/A), or are unsure of meeting (?).
I) Provided for project teams to input comments for designing and building to 2018 IgCC per Montgomery County's E.R. 12-20. This column also includes instructions to project teams as needed for use of Green Globes NC 13 to comply with 2018 IgCC.

Checklist Groupings

Due to the inherent differences between standard/regulation and questionnaire language there are one-to-one, one-to-many, and many-to-many relationships between the IgCC provisions and Green Globes criteria. All content within this crosswalk are in groupings to reflect the IgCC structure. Mandatory Green Globes criteria are identified in the red-bordered column D. Note that there are duplicate Green Globes criteria wherever they cover more than one IgCC provision. Click on List of NC 13 Criteria tab for a list of the unique, mandatory Green Globes criteria.

The Checklist begins minimized to each IgCC Chapter. Click the + in the left pane to expand each IgCC Chapter (e.g. Chapter 5 - Site Sustainability) and Section (e.g. 501.3.1 Site Selection).
Completing the Checklist

Four unlocked columns have been provided for project teams to identify whether they can meet mandatory and/or non-mandatory Green Globes criteria with the following headers:
Y) Mark this column for criteria the project team is targeting and/or achieving
N) Mark if the project is not targeting and/or not achieving the Green Globes criteria.
N/A) Mark if not applicable to the project. Doublecheck against (amended) IgCC provisions for how and when to claim N/A for items marked as mandatory (marked "X" in column D).
?) Mark if unclear whether the project will target and/or achieve the Green Globes criteria.

Guidance: IgCC 2018 Chapter 7 contains requirements related to the effective use of energy in buildings and appliances and to on-site renewable energy systems. Chapter 7 references ANSI/ASHRAE/IES Standard 90.1 and contains many provisions that exceed those in Standard 90.1. It should also be noted that Appendix H is an alternative prescriptive energy compliance path that is built on the prescriptive provisions of the International Energy Conservation Code. CHAPTER 7 - ENERGY EFFICIENCY 3 - ENERGY





IgCC 2018 Chapter 7 contains requirements related to the effective use of energy in buildings and appliances and to on-site renewable energy systems. Chapter 7 references ANSI/ASHRAE/IES Standard 90.1 and contains many provisions that exceed those in Standard 90.1. It should also be noted that Appendix H is an alternative prescriptive energy compliance path that is built on the prescriptive provisions of the International Energy Conservation Code.
CHAPTER 8- INDOOR ENVIRONMENTAL QUALITY (IEQ) 7 - INDOOR ENVIRONMENT





Chapter 8 Indoor Environmental Quality (IEQ). Chapter 8 is intended to ensure that the building’s interior environment is conducive to the health of building occupants.
CHAPTER 9 - MATERIALS AND RESOURCES 5 - MATERIALS & RESOURCES





Section 901.2 requires that buildings comply with the mandatory provisions of Section 901.3 and either the prescriptive-based provisions of Section 901.4 or the performance-based provisions of Section 901.5: General: Section shall govern matters related to building material conservation, resource efficiency and environmental performance.
CHAPTER 10 - CONSTRUCTION AND PLANS FOR OPERATION 1 - PROJECT MANAGEMENT





Section 1001.3.2 details several mandatory Plans for Operation.
This section covers the following:
• High Performance Building Operational Plan
• Site Sustainability
• Water Use Efficiency
• Energy Efficiency
• IAQ and IEQ surveys and plans Maintenance Plan
• Service Life Plan
• Transportation Management Plan
