               Pre-ETS Authorizing, Reporting and Invoicing 
               Guide
               This guide is for Community Partners (entities that have a contract with the Minnesota 
               Department of Employment and Economic Development (DEED)-Vocational Rehabilitation 
               Services (VRS)) and VRS staff to understand how Pre-Employment Transition Services (Pre-ETS) 
               can be authorized, reported and invoiced.
               Pre-ETS P/T Contract Definitions
               The Pre-Employment Transition Services P/T Contract Definitions lists all of the Pre-ETS service 
               “types” and “titles”. Authorizations will list both types and titles. Professional and Technical 
               (P/T) contracts only list the titles.
               A “type” is the broad service category. A “title” is a specific service that can be provided within 
               the type. Four Pre-ETS types only have one title (Job Exploration Counseling, Postsecondary 
               Education Counseling, Workplace Readiness Training, Instruction in Self-Advocacy). Two types 
               have more than one title (Work-Based Learning and Services in Support of Pre-ETS). Here are 
               examples:
                      Type: Pre-ETS Job Exploration Counseling; One Title: Job Exploration Counseling Services 
                      Type: Pre-ETS Work-Based Learning; Three Titles: Introductory Work Activities; Work 
                       Experience-Services; Work Experience-Wages
                      Type: Services in Support of Pre-ETS; Two Titles: Pre-ETS Intake and Work-Based Learning
                       Coaching.
               Titles have a list of possible services that can be included within that title. VRS and Community 
               Partner staff should have discussions about which of those services a student is being referred 
               for. For example, Type: Pre-ETS Workplace Readiness Training, Title: Workplace Readiness 
               Training Services can include any of these 4 items:
                      Benefits Information Services
                      Independent Living Services or Soft Skills Training
                      Job Seeking Skills Training
                      Public Transportation Training

               Pre-ETS Rate Structure
               All individual or 1:1 Pre-ETS services provided to a student are authorized and invoiced at 
               $75/hour. All Pre-ETS services provided to a group (two or more students) are authorized at 
               $75/hour but should be invoiced at $30/hour. 
               Community Partners should indicate on reports and invoices when a service was delivered 
               individually/1:1 or with a group and then bill accordingly. 
               Understanding Authorizations
               State law requires prior approval and prior “encumbrance” for any expenditure of VRS funds. 
               That prior approval and encumbrance comes in the form of an authorization from VRS. VRS will 
               not pay for any service(s) that occur prior to an authorization. 
                      Prior to authorizing, the number of authorized hours for Pre-ETS services must be 
                       negotiated with VRS and Community Partner staff. This negotiation must include a 
                       discussion about how much service, preparation and travel time should be included in 
                       each Pre-ETS service authorized. VRS staff must case note how much service, 
                       preparation and travel time is included.
                      Just as with general VR services, Community Partners will want to monitor 
                       authorizations and communicate with VRS if additional Pre-ETS hours are needed. 
                      Authorizations and transportation: VRS understands that accidents, road construction, 
                       and inclement weather cannot always be predicted. VRS will authorize Pre-ETS 
                       transportation time based on typical travel circumstances.
               Authorization End Dates
               All Pre-ETS authorizations will have one of the following end dates:
                      March 31 
                      June 30
                      September 30
                      December 31 
               Pre-ETS authorizations will not be extended beyond the end date. New authorizations can be 
               put in place if services will be continuing beyond that date.
               VRS staff are asked to choose either the closest end date or the one after that. For instance, if 
               services are starting in November, the end date could be December 31 or March 31.

               The only exception to using one of the four end dates is when services need to end because a 
               student will no longer meet the definition of a “student with a disability” for Pre-ETS purposes. 
               In other words, they will no longer be in an education program or they will be turning age 22 
               outside of the academic year (students that turn age 22 during a regular academic year can 
               continue to receive Pre-ETS through that academic year/spring semester).  
                       Examples:
                             A student is graduating high school on May 30 and is not enrolled in a 
                              postsecondary education program. Pre-ETS services/authorizations must end on 
                              May 30.
                             A student enrolled in postsecondary education turns 22 on July 15. Pre-ETS 
                              services/authorizations must end on July 15.
                             A student enrolled in postsecondary education turns 22 on October 15. They are 
                              able to receive Pre-ETS through the full academic year, and their Pre-ETS 
                              services/authorizations must end on the last day of spring semester. 
               Activities Community Partners Can Bill Pre-ETS Time For
               All service time, preparation time, or travel time is authorized and invoiced within the Pre-ETS 
               service(s) (not as separate line items on the authorization or invoice). These items are defined 
               below.
                  Service Time: 
                       o Providing Pre-ETS to students: Individually or in groups.
                       o First Meeting Time: The time for the student who is potentially eligible for VR, VRS 
                          and Community Partner to meet and talk about the services that will be provided. 
                          (Students eligible for VR will have a Pre-ETS intake authorized instead).
                       o Employer Development Time: Calls/emails/visits to arrange for work-based learning 
                          opportunities, internet search for job leads, etc.
                       o Team Meetings: Attending a meeting (such as an IEP meeting) with the student’s 
                          other “team” members (ie. family, VRS, school staff, county case managers) to report
                          on progress of Pre-ETS. 
                  Preparation Time: Prepare/revise lesson plans; prepare content for 1:1 sessions; get 
                   materials for sessions ready; communications/attempted communications with 
                   students/parents/schools to get meetings set or plan for/coordinate services; edit resumes, 
                   cover letters and other documents related to work experiences.

                       o NOTE: Preparation time invoiced cannot exceed 50% of the service time authorized.  
                          For example, if a Community Partner will be providing Pre-ETS services for one hour, 
                          then the maximum preparation time that can be invoiced is 30 minutes.
                  Travel Time: Round trip time traveling from primary work location to where services to a 
                   student or group of students is provided. Can include time for a provider to pick up/drop off 
                   a student. 
                       o NOTE: For Pre-ETS only, Community Partners can bill for travel time even when a 
                          student doesn’t show up for their appointment. However, VRS asks Community 
                          Partners to remind students of appointments that are scheduled and to 
                          communicate no-shows to VRS staff.
               Community Partners CANNOT Invoice For: 
                      Time writing reports, preparing invoices or no-show fees.
               Authorizing Guidance for Work Experiences
               There are three ways that Community Partners can support work experiences:
                   1. Assist a student with obtaining an “intermediate” job where an employer pays the 
                       wages. VRS can authorize up to 30 hours for this service. 
                   2. Develop a site where a student works on a short-term basis (and VRS authorizes Work 
                       Experience-Wages for the provider to pay the wages). VRS can authorize up to 20 hours 
                       for this service.
                   3. Place a student in a set site that has already been developed in order for a student to 
                       work on a short-term basis (and VRS authorizes Work Experience-Wages for the provider
                       to pay the wages). VRS can authorize up to 10 hours for this service.
               As applicable, Work Experience-Services includes any of these four activities: 
                   1. For students potentially eligible for VR: The first meeting. And when assisting a student 
                       in obtaining a job where an employer pays the wages, this includes developing the work 
                       experience placement plan. (Note: an intake meeting is authorized for students eligible 
                       for VR)
                   2. Develop/locate the work experience
                   3. Orient the student to the work experience (e.g. who their supervisors are, to understand
                       their schedule, make sure they understand their work duties, finalize transportation to 
                       and from the work experience, ensure they have their uniform, ensure they know the 
                       expectations of the work experience.)
