                                                                      CHAPTER – 1 
                                                                                  
                                                                     INTRODUCTION  
                     
                    A.  FOREST AREA 
                          
                              The Karnataka Forest Department has a long and cherished history for pragmatic 
                    and conservation oriented management of Forests. The Forest Department has the 
                    onerous responsibilities of managing and protecting the Forest Land spread over 
                    43,356.47 Sq. Kms. 
                              Karnataka state has a geographical area of 1,91,791 sq km and the reconstituted 
                    expert committee-I formed by Government of Karnataka vide G O No FEE 270 FGL 2002 
                    has identified 43356.47 sq km as total area of forest in Karnataka. The area of Notified 
                    Forest is 29688.37 sq km.  The rest is categorised as protected forests, Unclassified 
                    forests, Village Forests and Private forests measuring about 13668.10 sq km. Deemed 
                    forest areas are not yet notified and they include proposed forests under section-4 of 
                    KFA Bane, forest porampoke, kan, Kumki, Paisari, Assessed waste lands, Kharab lands, 
                    Inam lands, thickly wooded areas, plantations etc.,  
                              Total forest area including deemed forest area of the State is 22.61% of the 
                    geographical area of the State.  Over the years the forestry activities have spread over 
                    the entire Geographical area by way of Farm Forestry, Urban Forestry, Strip plantations 
                    etc. The Forest officials have to work as Scientists, Resource Managers, Policemen, 
                    Extension workers etc., Apart from protection and Management of Forests, afforestation 
                    activities are undertaken annually, creating enormous employment for unskilled and 
                    semi skilled poor people mainly living in the villages.  
                         B.  The main responsibilities of the Department are: 
                               
                         i.     To protect the existing forests (Flora & Fauna) including protectionagainst 
                                Smuggling, Poaching, Fire Accidents etc., 
                         ii.     To increase the forest area by planting on C&D class of lands,community 
                                lands and other Government waste lands. 
                         iii.   To increase the productivity of the degraded forests. 
                         iv.  To harvest the forest produce systematically on the principles of sustained 
                                yield in perpetuity in order to cater the needs of the people.  
                         v.  Protection and management of forests as well as raising of plantations 
                                through joint forest planning by involving local communities through village 
                                forests communities(VFCs) and bio-diversity conservation and its 
                                management especially in degraded forest area. 
                         vi.    Wild life preservation and its management. 
                        vii.    Maintenance of ecological balance. 
                        viii.  To provide employment to the unemployed rural people by engaging them in 
                                the forestry works.

                           C.  Major Regulatory Functions: 
                       
                                The main regulatory functions of the department have been broadly classified into 
                      the following categories.  
                       
                                         i.       Regulating the exploitation of Forests for removal of 
                                                  timber, firewood, and other minor forest produce as laid 
                                                  down in the principles of the working plans. 
                                         ii.      Regulating the movements of forest produce, control of 
                                                  sawing contraventions, wood-distillations. 
                                         iii.     Regulating tree felling in private lands. 
                                         iv.      Control of diversion of Forest Lands for non-forestry 
                                                  purposes. 
                       
                                           The stated regulatory functions and responsibilities are governed by the 
                      following Statutes & Manuals. 
                                        a.        Karnataka Forest Act, 1963.  
                                        b.        Karnataka Preservation of Trees Act, 1976 and Rules. 
                                        c.        Protection of Wildlife Act, 1972 and Rules. 
                                        d. Forest (Conservation) Act, 1980 and Rules. 
                                        e.        Karnataka Forest Rules, 1969. 
                                        f.        Karnataka Forest Code. 
                                        g.        Karnataka Forest Account Code. 
                                        h.        Karnataka Forest Manual. 
                                        i.        Karnataka Land Grant Rules. 
                                        j.        Environmental Protection Act, 1986 
                       
                      Administrative set up:  
                       
                               During the year 2015-16 the organizational set up of the department from the 
                      Apex level down to the field level is as follows: 
                                Principal Chief Conservator of Forests heads the Forest Department. The existing 
                      IFS cadre post of Prinicipal Chief Conservator of Forests, Karnataka is upgraded and 
                      designated as Principal Chief Conservator of Forests (Head of Forest Force Karnataka) as 
                      per Government Order No. DPAR 04 SEP 2009, Bengaluru dated10-02-2009. He is 
                      incharge General Administration and all establishment matters,Forest Policy,Budget and 
                      Finance,Internal Audit & Accounts of all the wings of the Department,Forest lands, 
                      Mines, Minerals, Forest Conservation ActUpdating, amendment, enforcing of the Forest 
                      Act and Rules, Manuals, Codes, Tree Preservation Act. Wildlife Act and Rules and other 
                      statutory provisions of the Department., Replies of Public Accounts Committee matters, 
                      Subject Committee etc.,.

                     Principal Chief Conservator of Forests (Head of Forest Force) is assisted by 
              Additional Principal Chief Conservator of Forests (Head Quarter and Co-ordination), Chief 
              Conservator of Forests (Budget & Audit),Additional Principal Chief Conservator of Forests 
              (Forest Resource Management), Additional Principal Chief Conservator of Forests 
              (Development),Additional Principal Chief Conservator of Forests (NFAP-Bamboo Mission), 
              Additional Principal Chief Conservator of Forests (Vigilance), Additional Principal Chief 
              Conservator of Forests (Communication & Information), Additional Principal Chief 
              Conservator of Forests (Personnel andRecruitment), Additional Principal Chief 
              Conservator of Forests (Project), Additional Principal Chief Conservator of Forests (Forest 
              Conservation), Additional Principal Chief Conservator of Forests(Land Records), 
              Additional Principal Chief Conservator of Forests(CAMPA), Additional Principal Chief 
              Conservator of Forests(Social Forestry) and Additional Principal Chief Conservator of 
              Forests (Legal cell), Chief Conservator of Forests(ICT) and Deputy Conservator of 
              Forests (HQ). 
                     Additional Principal Chief Conservator of Forests (Forest Resource Management) is 
              incharge of matters relating to logging in forest areas and collection of NTFP by LAMPs 
              and VFCs. Fixing seigniorage rates of Forest Produce. Matters relating to saw mills and 
              other wood based industries including organizing the meetings of State Empowered 
              Committee on wood based industries in the State and protection of forests from fire, 
              disease and pests. 
                     Additional Principal Chief Conservator of Forests (Head Quarter and Co-
              ordination) is incharge of assistance given in all administrative activites (gazetted) of the 
              PCCF (HOFF).  
                     Additional Principal Chief Conservator of Forests (Development) is incharge of 
              developmental works including implementation of all plan schemes of State, Centrally 
              sponsored schemes, District Sector Scheme, Waste land development work, Forest 
              development agency activities, and Implementation of Species Planting Technique 
              guidelines. Developing Uniform Model Estimates for various planting models,Over all 
              monitoring of quality of plantations, nurseries under various programmes. 
                     Additional Principal Chief Conservator of Forests (Project) is incharge of 
              Implementation of the Karnataka Sustainable Forest Management & Biodiversity 
              Conservation under Japan International Co-operation Agency, Village Forest Committee, 
              Audit and Accounts under the projects including reimbursement of the claims under 
              J.I.C.A. Projects, Monitoring of plan schemes, Revitalization of Village Forest Committees 
              and Samrudha Hasiru Yojane. 
                      
                     Additional Principal Chief Conservator of Forests, (Communication & Information) 
              is incharge of computerization activities of Department (ICT), Statistical wing and 
              Central Library of Forest Department. 
                       
                     Additional Principal Chief Conservator of Forests (Vigilance) is incharge of Forest 
              Mobile Squad, Vigilance enquiries, Wireless network and all protection equipments. 
               
                     Additional Principal Chief Conservator of Forests (Forest Conservation) is incharge 
              of Forest Conservation Encroachment mines etc.,

                     Principal Chief Conservator of Forests (Wildlife and chief wild life warden) is 
              incharge of fixing up the physical and financial targets pertaining to Wildlife Wing, 
              Administrative inspections of the wing under its control,Administering all the Wildlife 
              units, sanctuaries & National Parks,Wildlife Management, Protection and Development - 
              National Parks and Wildlife Sanctuaries,Zoos including Zoo Authority of Karnataka and 
              Safaries. Biosphere Reserve and Bio-diversity Parks. PCCF (Wildlife) is having 
              administrative control over two Additional Principal Chief Conservator of Forest level 
              officers in Wildlife Wing among them one is working as Field Director Project Tiger  with 
              head quarters at Mysuru with the jurisdiction of Bandipur, Nagarahole. &BRT. Additional 
              Principal Chief Conservator of Forests & Field Director(Project Tiger) working in 
              Shivamogga with the jurisdiction of Bhadra and Dandeli-Anshi Tiger Reserves and 
              another working as Project Elephant, Chief Conservator of Forests with the jurisdiction of 
              Mysuru Elephant reserve areas in the State. 
               
                     Additional Prinicipal Chief Conservator of Forests (Legal cell) is incharge of major  
              amendments of Forest Manual, Act & Rules and departmental legal matter. 
                
                     Additional Prinicpal Chief Conservator of Forests (Research & Utilization) is 
              incharge of supervising and co-ordinating of Research Institutes, Forestry Colleges and 
              Agricultural Universities as regards to the experiments which have already been taken up 
              and which are proposed to be taken up. He is assisted by Chief Conservator of Forests in 
              Bengaluru, Dharwad, Madikeri and Ballari, Deputy Conservator of Forests, SF 
              (Research), Bengaluru and Assistant conservator of Forests (Utilisation). 
                
                     Additional Principal Chief Conservator of Forests (Evaluation& Training) is in 
              charge of Preparing an updated monitoring & evaluation manual for the Karnataka Forest 
              Department. Compile monthly, quarterly and annual progress reports in respect of RFD 
              for review by PCCF(HOFF). Prepare an evaluation calendar for plan and non-plan 
              schemes / projects / Central Sector Schemes of different wings within the department. 
              Evaluation may cover any subject matter approved by PCCF (HOFF). 
                      
                     Additional Principal Chief Conservator of Forests (Working Plan) is incharge of all 
              writing and revision of Working Plans,Survey and Demarcation of Forest Lands, C & D 
              Lands and Government Lands (Under the control of FD), Constitution of Reserve Forests 
              under Section 4 and till their notification under Section 17. Monitoring of Implementation 
              of Working plans and deviations. She is assisted by six Working Plans and survey 
              Conservator of Forests, which are located in Dharwar, Belgavi, Mysuru, Chikkamagaluru, 
              Ballari, Shivamogga.   
                     Chief Conservator ofForests (Training) office is located at Gungargatti,Dharwar 
              and is  in incharge of overseeing the functioning of the Training Institutes,Conducting 
              induction training to Foresters, Forest Guards,Organizing Refresher course to executive 
              sub-ordinates and ministerial,Training to NGOs,VFC Presidents, Members,Development 
              of Blue Print for Training infrastructure at all levels and the implementation.  
              Development and updating of Training schedule, Training Calendar, Training,Syllabus, 
              Capsules for various Training programmes,Holding workshops, Inter action meeting on 
              relevant department issues for mid-term and senior level officersand he is assisted by 
              Deputy Conservator of Forests(OECF-JFPM-Gungargatti), Deputy Conservator of
